"Alfred Lichtwark, His short article titled “Publikum”was published in 1881, five years before he was appointed director of the Hamburg Kunsthalle, the city’s leading museum. In that essay, Lichtwark divided the publics for art into three categories: the masses, the educated, and the chosen few. The first, he asserted, the largest segment in Germany and any other country, is almost wholly ignorant about past art and at best aware of a few etchings after two or three Raphael Madonnas. The second consists of cultured individuals with minimal art historical information; they tend to idealize some single period and, no better than the unteachable mob, lack all interest in modern art. The third is a “highly select” minority. “These are the rarest and the most reliable ones. To be in touch with them is like a revelation, for what they possess as a gift of nature – good taste and their own good judgment – can never be quite attained by means of education.” Unfortunately, Lichtwark added gloomily, they play only a negligible role in Germany’s artistic life."
